The Castleview Metropolitan District No. 1 is Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, limited fire protection, and television relay and translation improvements of the District, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Consolidated Amended and Restated Service Plan for the District and Castleview Metropolitan District No. 2 approved by Town of Castle Rock on August 21, 2018, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the Town of Castle Rock, Douglas County, Colorado. The District is quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that Douglas County does not provide.

The District, in aggregate with Castleview Metropolitan District No. 2, may incur a maximum debt of $45,000,000, collectively. Mill levy revenue and various other revenue sources authorized by law may be used to repay such debt.

The District may assess a maximum mill levy of 63.600 adjusted pursuant to the Service Plan, adjusted for changes on or after January 1, 2018, to repay such debt.

The District must file an Annual Report to the Town Clerk at the Town of Castle Rock’s administrative offices, the Division of Local Government, the State Auditor, and the Douglas County Clerk & Recorder.

The District boundaries overlap with the boundaries of Douglas County Government, Douglas County Re-1 School District, Douglas County Schools – Cap Reserve, Douglas County Schools – Insurance Reserve, Douglas County Schools – Debt Service, Town of Castle Rock, Cedar Hill Cemetery Association, Douglas County Soil Conservation District, and Douglas Public Library District.
